Not 100% an expert on rail guns, but when the shot is fired, isn't most of the energy going into pushing the two rails apart rather than pushing the rails (the gun) backwards? I figure there would still be some recoil, but way less than a normal gun due to that.
Also need retrorockets on your suit to stabilize you from the recoil.
Just have it shoot out both ends. Commies are everywhere.

I believe they were just being applied to our powered armor as I was leaving the mobile infantry.

Anything that has a bullet/projectile has recoil. The larger/faster the bullet, the more recoil.
recoil is just one of newton's laws of motion in action
you'd need a magic railgun if you want to violate physics

You can use the gasses from the gun to do that. Vent some of it backwards so it slightly pushes you forward.
