I'm gonna make a comparison to a game that I love called Spore, in space when another empire dosn't like you and are of zealot or warrior archetype they demand ludicrous amounts of money from the player for just being near them, you want to know what I do to them? Destroy most of their planets and once that are cornered and try to declare peace I kill them all and take their resources to benefit my people
