It is about wanting to cheat. Remember when Trump tweeted the (deleted) video about the dude who received a mail-in ballot for his deceased cat, or the dude who received 5 different ballots?
It's also about vote harvesting. If they mail ballots to everyone in blue precincts, they send Dem vote harvesters out to collect a lot of them. Republicans can't really do that in those areas.
Yes. Just mail your ballot day before election. Then go to vote in person. You get two votes. Your ballot gets counted later. If you get busted for voting twice, you just say someone stole your ballot from the mail. Easy peasy. But, they won't bust anyone, because they would be busting the 40% of the populace who are dems. Too many people to bust them all.

It won't get counted twice except in blue states, which are shady anyway.
