The valley isn’t “built with cartel money”, in fact since NAFTA the money in the valley has gone across the border and McAllen and Brownsville went into the toilet. It’s better now than it has been in decades, but if you’d seen it in the early 90s you’d be stunned how far it’s fallen.
Fallen? There wasn't shit in Brownsville or McAllen for most of tve early to mid-90's. Applebee's and Chili's were the height of dining. That's not the case anymore-- I'd live there again in a second if it weren't so fucking ridiculously hot.

The last few years the valley has clawed back quite impressively, but prior to that it was pretty bad. The decline after NAFTA was pretty sharp.
