This is like the suggestions to Firebomb all urban Post Offices as they won't be able to afford to rebuild. Its a major felony and a dangerous thought path to walk down.
Opening and resealing the ballots would be complicated

You would need a lot of locksmiths to make an impact. Figure 2 minutes a box to open, destroy and relock. Just remember to vote yourself.
In my city all the boxes use the same key. Postal employees who lose that key can be fired and charged.

As an amateur lockpick, most likely yes. Most locks suck balls.
