They did look into the government's offer but decided against it because of all the Obama strings attached. If they had not fortuitously gotten financing prior to the crisis (the did NOT see the crisis coming) they would have to have taken it. Those executives are no longer with the company so I will hold this bunch accountable for their supply chain decisions.
