We had San Onofre which is the largest nuclear power plant. The rebuilt it ($8B) and messed up some piping so instead of fixing it (it had worked safely for 30 plus years) they decided they would decommission it ($5.5B). Go figure.

I'd be willing to bet money that both the group that did the rebuild and the group that did the decommissioning were both run by friends of the leadership of the state at the time, if they were two separate entities in the first place.

Texas here. I'm paying 8.7 cents for power and delivery. (plus about 5 bucks a month service charge and some other 5 dollarish charge I need to look into)

All I have to do is look up a power provider here: http://powertochoose.org/

Delivery charges (power lines and connection to house) are the same for everyone in the area, but I can pick my power provider. I've learned to lock them in longer than a year once I can get a good rate. (just locked in for 3 years) It really doesn't matter who the provider is. I just have them charge my credit card which I get cash back from Costco with.

California is nuts. I know I live in Houston where they make the gasoline, but California is always a solid buck more a gallon and they make gasoline out there too.

We rarely run into rolling blackouts. Last I remember was in the late 80s/early 90s. The only time I have experienced it is in winter when we have a hard freeze. Biggest problem with a hard freeze is it breaks water pipes all over Houston.

But there was a movie where the nuclear power plant destroyed the world. So California can not have those ever again. Happy summer!
