Pelosi is bringing the House back to "defend USPS from Trump" claiming that Trump is attacking them to harm mail in ballots.
This was following a month a covid relief negotiations (extortion) where Pelosi wanted bailouts for all the blue states. Trump went around her and passed/extended several measure with EOs.
The USPS criticism is really revenge for making her look bad. The USPS has been in debt for years ($13B) and was a failing government service long before Trump was even in office.
