From my understanding of the article the CFR is the % of newly resolved cases where the resolution resulted in death. Is that correct?

Also, why is there a 13 day trailing period after the ban where the CFR dropped instead of gone up as one would expect? Was there HCQ hoarding and supplementation following the ban for that period of time until supplies ran out? Similarly it took 12 days for the CFR to drop back down again after HCQ was allowed again. Did it take that long to restart and restock the supply chain?

Because it's primarily effective when given early in the disease progression. It takes a while for them to get to the point of dying. When they started prescribing it again, the next week or two worth of deaths are people who missed out on taking it when it would be effective.
