Personally, I don't agree. Doctors are walking of scott-free when they prescribed it, people overdosed because they wanted to, but didn't intend to die. If I manufactured drug, I wouldn't even bother producing any controlled substances, this is hot coffee on the lap to the highest degree, or complaining about car accidents when people are not following the rules or committing DUIs.

Having dealt with drug addicts for 3-4 years, their last stint wasn't their first rodeo, they had already gone threw plenty of other drugs, and settled on the one their health insurance, Medicare, or Medical would pay for.
