It says she's from Toronto. Toronto has a bylaw mandating masks, but states you may be exempted for medical reasons. Medically exempt people are not required to present proof, nor are people allowed to ask for proof (you are to take them at their word that they're medically exempt.)

That's what the law SAYS.

How it WORKS is people don't give a fuck if you're exempt or not. You don't have a mask, they don't serve you, they don't care if that's against the bylaw because bylaw enforcers fine you a shit-ton if someone isn't wearing a mask in your store and they don't want to take any chances. Also, the law doesn't explicitly state that you can't deny service to exempt people (It probably falls under other discrimination laws.) The servers just assume that you're not going to bring the cops into it.
