Snowden was prior CIA. Also, curiously, the FBI didn't audit what he took IIRC. This was a thing Q pointed out so take it all for what it is (info that may or may not equal sabotage), but some of the Shadowgate stuff supports this for me because according to that, the NSA wasn't actually using its tools to spy on Americans--corporations were. Admiral Rogers, who told Trump his campaign was being spied on, had been head of the NSA until just before.

I don't think the NSA is spotless but I'm not sure Snowden is either.
