I was an expert tech witness in a georgia grand jury in the 2000s that was able to confirm a process that allowed Diebold PC windows in kiosk mode based voting machines to be very easily accessed without a password check by mashing a few keys to get a command prompt, typing a program name, opening the voter database in an alternative program (iirc microsft jet database engine) than what the kiosk admins use, and then this program did not implement a password check and therefore the password protected database (microsoft access, iirc) was able to open without a password, and I was able to view all the votes for an election

This was a mock database with fake votes, but the 'hacking' process was the same. Honestlyu, a small child could have easily hacked this database with this method. It was like maybe 3 steps at the most

What this means is that anyone unattended or even an unscrupulous poll operator would be able to go in and change votes
