I like it- though maybe I would change the language- "criminal operative" is something of a term of art, maybe go with "Dishonest people" or "Election fraudsters" or even "Cheats".

Perhaps countersink with a simple panel showing ballots in a pile, with the dishonest ones indicated, and then a panel saying "Somebody could have the right to run this country, just because they were better fraudsters"
