It’s the “criminal operatives harvest unclaimed ballots from mailboxes or from vacant addresses” one that is the biggest problem. There is going to be a staggeringly large number of blank ballots floating out there since a good chunk of people don’t vote no matter what. That number would be more than enough for even a small group of dedicated people to collect enough ballots to shift the results in some congressional districts and maybe even whole states if the vote is close.
