I'm not that familiar with the Civil War era. I'm thinking more along the lines of the creation of the Fed and IRS in 1913. They specifically told us we would know when that form of government they created had passed from the face of the earth because we'd be taxed in our food and our drink, our labor and our leisure, etc. It's a pretty lengthy passage, obviously modeled after the Pentateuch.
Being taxed on everything during time of war to pay for it is Constitutional. Before 1913 you can see the National debt accumulate and get paid off, in sync with war and peace. Did taxes get levied for the Civil War that never went away?
