Preaching doom is a motivational tactic to drive out voters. Political operatives dont want their base complacent. This is a reason people dont like the qanon movement. It encourages complacency.

A decent re election strategy would be to just try to re-run 2016 again. Get Trump to be the underdog, get him behind in the polls, set the DNC up as the big bad corrupt establishment.
