From my recollection, all of the bureaucratic tape, high costs for permitting, and governmental regulation makes it too expensive for energy companies to build power plants and deliver the energy.
Yes and no. California doesn't have much of a problem with power generation or distribution, but it is grossly mismanaged and mishandled. Aside, obviously, from what you mentioned.
