Yes and no. California doesn't have much of a problem with power generation or distribution, but it is grossly mismanaged and mishandled. Aside, obviously, from what you mentioned.

That's interesting, thank you. This hasn't always been the case though, which is now irrelevant. Perhaps if we could manage to deport millions of transplants back to their home states, we could get back a bit of our sanity here ;).
