Funny, Phoenix doesn't seem to have those issues and they've been experiencing record breaking heat this year. In fact, the only blackouts seem to be from severe lightning storms, and even those aren't taking down the grid. Phoenix also doesn't have retarded water policies like commiefornia and do just fine living in a fucking desert.
