Nothing is legal or illegal until somebody tries it. California is trying it.

The DMV is the worst tho. I still get registration forms in the mail of them trying to get me to register my vehicle, even tho I moved out 6 years ago and it's currently registered in another state. I've send documents they requested to show I moved numerous times yet they persist.

When I moved there years ago, they tried to claim I owed sales tax on my vehicle, that I purchased in Ohio, several years prior. Not registration, sales tax. I said I’d have to get back to them then left it registered at my parents address. I left 9 months later.
