"Crime" is a popular consensus of punishable acts and we enable a system of justice to award punishment for deserving actors.

Without such consensus, it devolves to the individual, clan, or tribe to determine which acts deserve punishment, and to further mete out said punishments on their own.

So for all the high sounding words this person utters, in the end she is only advocating for tribal justice.
