By “arbitrary rules” rules does she mean drive by shootings that kill children?

Or maybe she means teenage kids, standing in the middle of the street, in the middle of the night, in some of the roughest neighborhoods in the country, because they are the main, street level deug dealers, used by gangs and drug lords?

Or maybe, by “arbitrary rules” she means child sex trafficking, where little girls are forced to work as prostitutes, i.e. sex slaves?
