The cold answer to that would be that if they cannot or will not themselves, why should we do it for them? I believe the vast majority absolutely CAN, they've just been pacified and heavily incentivized against it. And that was before success=racism

We know IQ is significantly inherited in mammals, and further influenced by epigenetic factors, like quality of diet. But it takes a tremendously long time for random mutations of higher intelligence, and selection pressures to weed out the less intelligent, and select for higher intelligence in group populations. Like say humans living on the edge of ice sheets, and cold climates.
Genetics are a precious resource, protect them. Our enemies have worked tirelessly to remove any sense of long term importance in mating choices. And having numerous Less intelligent humans are more easily controlled and subdued by those of higher intelligence, this has always been the case.
Communism and equality leveling will always fail, only dragging the entire civilization down, as the intellectually unqualified are placed into decision making and functionary positions. It's a scientific fact that there will always be intellectually superior, and intellectually inferior humans, which is a biological reality that can never be changed.
And their first stepping stone in that ideology is because blacks are a minority, which is why they are trying to replace white people in America. Ironically, by bringing in Mexican immigrants, both legal and illegal, they are further driving blacks into a minority.
But everyone is a minority in some way shape or form. If we look up the racial makeup of the planet, whites are THE minority globally.
Africa: 1.2 billion
China: 1.3 billion (not even counting all the other asian countries)
India: 1.3 billion
Europe + USA + other white countries (minus non whites) = ~1 billion whites, and even not all of those are white, there's heavily mixed people counted as white too. Which means whites factually number less than 20% of the global population. Whites factually deserve minority status and benefits more than any other major race.
Minority status, yes. Benefits, no. Nobody deserves benefits. Western Culture thrived due to what it was, we just need to raise our children with Western beliefs and the rest of the world can't compete with us. Also, have more children, to make it so we are not a minority.
