Personally I think it is irresponsible and unfair for people to have 5+ kids. I don't think the government should be able to mandate that it's not allowed, but only because I'm more afraid of the government taking rights away than I am about breeders costing me money.
But for real are we really gonna act like someone with a ton of kids is not a burden on the system? Doesn't seem fair to me that people with no kids have to subsidize people with 10 kids to put them through school (and welfare most likely).
So yeah, If you pop out tons of kids like that you are a socially irresponsible dick. The only exception is if you pay for everything yourself, send them to private schools, and don't take a dime of my tax money to support your brood. Then I don't give a fuck.
