Hardly. Plenty of states fumbled the response. Millions of people are out of work, quite a few with their savings strapped and businesses damaged if not permanently ruined (with the riots - approved of by the same incompetent politicians - only making matters worse for small business owners). Tens of thousands are dead because "Lets send sick people into close proximity of the most vulnerable segment of our population" was the norm in some places. Thousands more have lung damage since their lungs worked perfectly fine and they got vented anyway.
Power-mad governors have adopted policies that literally let them pick and choose which businesses succeed and fail, and the media brands anyone who even suggests going back to work might be a good thing as an alt-right lunatic who wants to murder grandmas. Free speech, freedom of assembly, and freedom of religion have all been thrown in the gutter and set on fire in the name of protecting people from the evil virus. The mayor of NYC is literally buying up buildings which have been vacated due to people fleeing the city and/or being unable to pay the rent. The mayor of LA is threatening to cut water and power to residences if they invite too many people over.
Its well beyond a media overreaction at this point. Its a dictatorial power-grab in all but name, and many people are too scared of a virus with a 0.3% IFR ( deaths / confirmed cases is about 3%, and multiple studies have suggested that the actual infection rate is 10x what we know) to even blink.

Direct comparisons of states is a lot like direct comparisons of different countries. Literal apples and oranges, what's best for one locality is not necessarily what's best for any/every other. Population density, makeup, and social/cultural factors all bend and twist what a proper response should be for a given region. I wouldn't expect Savannah to have the same breakdowns as New York City.
