Direct comparisons of states is a lot like direct comparisons of different countries. Literal apples and oranges, what's best for one locality is not necessarily what's best for any/every other. Population density, makeup, and social/cultural factors all bend and twist what a proper response should be for a given region. I wouldn't expect Savannah to have the same breakdowns as New York City.
So what characteristic do you attribute to SD that saved them completely from Wuflu unlike NY?
I'd say a governor sending Wuflu patients into nursing homes was the biggest factor in the difference in deaths between the two but would love to get the other side.
