Just to let you all know, the original reason for the government to establish police departments had nothing to do with serving and protecting the public. It had everything to do with keeping criminals alive until they were tried in a court of law. In countries where there isn't a regular police force or the police force is corrupt and ineffective, those or the countries that end up having regular necklacing, hanging, beating, shooting incidents...because it's the way a community defends itself when it can't do so by a regular justice system enforced by police.

I'll give a brief account. In Colonial America and after the Revolution, most towns/cities relied on Night watchmen to prevent crime and apprehend suspects. However, night watchmen often got drunk and in some places night watch duty actually became punishment for a crime or infraction. Constable systems were also tried in which an organizer selected from the neighborhood would oversee a group of "neighborhood watch" types, but this often resulted in tensions because Constable systems ended up being more annoying than Home Owner Associations. As towns and cities became bigger and bigger, unprofessional and untrained systems of policing started to fray. As crime rose, especially with the influx of immigrants from Europe in the late 19th and early 20th centuries, neighborhoods started forming gangs. The problem with gangs of this sort is they become more tit for tat feuds rather than focused on the law. Thus modern municipal forces came into being...and as was done in the westward expansion by Sheriffs and Marshals, they saw themselves as arresting, detaining and protecting criminals until there was a trial. The point was to defuse the tit for tat gang system of protection and also to ensure the accused was kept alive and in custody until the trial. As I said, this borrowed from the sheriff/marshal system that existed on the prairies and in the westward expansion - that also was established to put down rampant vigilanteism. The Texas Marshals for instance, prided themselves on never losing a man (prisoner) and bringing their prisoner to trial.
k, there's lots of books about policing in municipalities and there's many types of "community protection" systems that existed before modern day policing but I'm not sure which one would be the definitive account.
I think if you actually dig deeper into it, you'll see that there have always been systems of protection to secure property throughout history. I am not talking about a private security system, soldiers used to defend certain assets, constable systems, marshalls or sheriffs. I am specifically talking about modern day police departments.

When you watch the videos (that I'm not posting here) you'll see they are basically surrounded by the entire town. They all try to escape when the fires start but it is futile with that many participants.
