4chan has always banned cp. It's literally one of their only rules.
The fact they are banning Netflix images should tell you the images are cp, and not "an expression of culture" like Netflix claims.
4chan was very VERY lax on it for a short period (WTSnacks). But it's almost always been ban worthy.

Also haven’t seen the phrase “Mods are asleep...” in a long time but that’s probably because the mods actually never sleep here. It’s a good thing.

They definitely had a long period of time where underage girls were allowed. Not pre-pubescent children, but definitely not 18 either. They've cracked down on it thankfully.
