I have a hard time believing someone could be so retarded that they think this would work, and cause the rioters to sulk away in shame.
I think it is more likely that this is their attempt to avoid their responsibility to their citizens to protect them and ensure the rule of law.
This makes me think that they are complicit in the actions of the mob, by effectively telling them that mob violence will not be opposed by force, giving them carte blanche to vandalize, commit arson, loot, assault, and murder.
