It is. So is, technically, beastiality. It's got a special diagnosis to avoid the past of labeling sexuality as a mental disorder, but it is treated as such in most cases.

This isn't, of course, an excuse for offenders. But it does good to acknowledge what something is.....

For one thing acknowledgement of pedophilia as a sexuality is being ok with rehabilitation being impossible, considering you know, it's conversion therapy. Which means less leniency for offenders.
