Illinois and Chicago especially have been insanely corrupt since Capone, if not before. We’re talking 100 years of kickbacks, payoffs, back room deals, unions, it’s embedded into the core of Illinois.
It will never change as a state in our lifetimes. It never changed in my parents or grandparents lifetimes either. The only solution is to leave, there is no “fix”.
Moving is only difficult in your mind. When I was there freakin bartenders were packing it up and moving to colorado or Wisconsin. They don’t have a lot of money or financial security but they did it. When I left it was like a massive burden of shit was off my shoulders, none of that nonsense was my problem anymore.
Illinois will take a crabs in the bucket stance and say everywhere else is bad too. It’s not just Illinois. The reality is - Illinois is perhaps the most corrupt state in America. Life is vastly happier outside of it.
