For the most part, yes. Cincinnati has a fair number of conservatives in it still, and one you left off the list is Dayton, which has quite a bit of crazy. I can't remember what Toledo is like, other than being one of the human trafficking hotspots of the nation (mostly due to a few major highways going right through it).
