Retarded means slowed. They're not totally ignorant to what they are doing, but many of them are too slow to follow what is actually going to happen as a result.

The others are narcissistic sociopaths. It's more common than you'd think. It's all about them, but they are too lazy to get what they want the proper way and seek to control others through force instead.
