Wait I am stupid, I thought the entirety of congressional seats are up for election every 2 years, and only the Senate does partial elections, voting for 1/3 every time?

470 is counting the entire house plus 1/3 of the senate. They're all part of Congress which is bicameral.

I'm American and this took me a minute as well. It's because we use the terms "Congressman" and "Congresswoman" to describe members of the House of Representatives and "Senator" to describe a member of the Senate. So "Congress" sometimes becomes conflated with the House of Representatives only.

I always call representatives reps and senators senators, and congressmen/women to refer to people in either chamber

That is correct. 535 is the House (435) plus the Senate (100) so the total of all seats. 470 is the house (435) plus 35 Senate seats.

"Congressional" usually refers to both the House and Senate. You are correct that the House is constantly churning while the Senators are elected for 6 years, 1/3 of the Senate being elected every 2 years.
