I don't follow the connection here. No identifying features in the photo on the right. Shoes don't match. No face. Hand writing looks different on the sign.

If we're relying on the same account we need more than that. Unless we're able to strip more information from the account we haven't ruled out that this is a local photographer documenting any local rally.
