I remember there were articles at the start of the year where it turned out that the CA government had stopped clearing dead trees to protect vulnerable species.

Yup. Add to that the lack of access to many forested areas. When logging was allowed, a network of roads was maintained in remote forests.

These roads were valuable for firefighters because they allowed access during fires. Now the roads are overgrown and impassible, limiting the effectiveness of ground crews.
