The skin patches for fentanyl have extremely high doses because only a small percentage is absorbed through the skin. It is safer if used as intended.
However, you can simply cut them open, squeeze out the gel, and smoke it. The difference between a lethal dose and a recreational one is whether you can accurately estimate the size of a pinhead or if you accidentally go too large.
However, the gel is consistently dosed. The stuff from China is inconsistent. There are opioids that can be used as chemical weapons because they are so strong, that opening a bag in a room would overdose everyone.
Carfentanyl is an example of a chemical weapon opioid. It was used in the Moscow Theatre Hostage Crisis. Unfortunately, the dose was too high, so the hostages could not be revived with narcan as hoped.
