There's a reason the fed gov't has to hire so many contractors.

I've worked with fed employees that were great at their jobs (scientists mostly), and a lot that were totally incompetent (management and bureaucrats). The thing most of them lacked was the ability to creatively solve problems.

I'd guess that years of working under incompetent managers and within a rigid bureaucracy had crushed any creative spirit they may have had.
