Wow. You ask me if I know how the government works? The President is in fact the chief executive of the federal government. The FDA is a part of the federal government. Hence, the President is the chief executive of the FDA. He can fire the FDA administrator at will. Further, he can issue all manner of executive orders that govern the actions of the FDA.
You're the one who needs to learn how the government works.
The US Commissioner of Food & Drugs is head of the FDA and thats under the head of Health & Human Services, a part of his cabinet. He picks that person and can replace them. He's already replaced this position 4x. He still doesn't make laws about it though, which is what I said.

The FDA's ruling on HCQ is not a law and not mandated by law. It's an executive decision by an executive department Trump has a great deal of control over. Yet, he incessantly whines on Twitter about what his officials are doing. I'm tired of it.
