It means that the stockpile is no longer reserved for hospitalized patients, and any doctor can prescribe it for off-label use.

The bit about it being ineffective was based on two papers that were withdrawn because the data was not verifiable.

There was a group of doctors suing the government to get access to the stockpile, which they seem to be just sitting on, and the feds were fighting it. That really makes me wonder why the hell they bothered to stockpile 63 million doses if they had no intention of giving it to anyone.
