Good point. They could have used a d100 (either a die with 100 faces or two d10s) but they went for a d20. Still possible they thought of it as 5% increments, in favor of not using multiple dice or a single unwieldy one.
Also, reminder that setting and system are two different things, the d20 system used by D&D could have its roots far beyond the world they made to play within.
