It's a very shrewd political move.

I've been complaining about this for years, I used to piss people off who were like "hurr durr why are drugs so expensive in the US compared to tanzania" I pointed out, "Americans are charged more because they can afford to pay, Tanzanians are charged less because they can't, which means that effectively Americans are subsidizing health care for the rest of the world, you're welcome."

Hard to see how this will play out. I think we will see alot of game playing, like a drug will be mixed with a small amount of another drug and it is technically considered different medication so they can change the price. Whatever, the pharmas can't operate at a loss, so more likely they will raise prices for 3rd world than lower them for the US and other developed country markets. And when the crunch hits for anti-HIV meds in Africa or whatever, they will blame Trump.
