Russia has way more similarities with us culturally and hasn’t been nearly as much of a threat since we crushed their economy in the 90s. Russia is limited to doing what they know they can get away with without incurring the wrath of the US. If the country was more stable and had less corruption we could probably ally them. China just commits espionage in broad daylight without giving a fuck.
