What if the whole goal of killing these cities is so when/if they get back in office the abandoned ciries can be handed over to Chinese developers to further their influence.

Actually does make a lot of sense.

Real Estate development is a great way to launder money.

Think about this you go to a gang leader. You say to him cause riots. Then we will let you launder your money through rebuilding and have the properties paid for with gov money.

Everyone wins gangs riot steal loot and destroy and then when the dems get in they get pay day. The Chinese can finance the gangsters to start the developments the Chinese then funnel that back through to the politicians.
