Most Syrian refugees are held in Turkey in refugee camps there. Turkey uses that as a bargaining chip with the EU, "Give us money, or we will release all these refugees to go to the EU."

But, the refugee camps in Turkey is how the system is supposed to work. Millions of people who are fleeing a conflict go to the nearest safe country. The world pitches in to help them survive until the conflict is done and they can head back home.

The conflict in Eastern Ukraine also produced hundreds of thousands of refugees. But, they didn't end up in Western Europe, they ended up in Western Ukraine (for the most part, and Eastern Poland for the lesser part).
