I think his reasoning was around the idea of who in government decides what an illegal protest becomes. Rioting or opposition? Having this for the former is all good but for the latter, it needs to be put down. This could come to bite the people of TN if a Commicrat comes into power in the Governor's office. We already see what they're doing to their states. This would only empower them if they win.
