If that was a 9mm which the Officer fired, the 9mm has some of the highest survival statistics of any sidearm round. It's why so many Departments switched to the .40 Cal/. .45ACP was too big for some Officers, frame/grip/recoil wise, and it reduced mag capacity. .40 has better stopping power than the 9mm, and far better delivery of kinetic force/ hydrostatic shock to tissue.
Had a colleague years ago initiate a Traffic Stop on a Mexican Gang Banger. Cholo had a MAC-10 illegally modified to Class 3, stuck it out the window, and emptied the mag in the Officer's direction, hitting the Patrol Vehicle, but missing the Officer. Officer returned fire with a Beretta 9mm, through the rear window of the Cholo' vehicle, with all 15 rounds impacting the driver's side headrest. Not a single round made it through the headrest, Cholo took off, and pursuit was initiated. After highspeed chase, Cholo's vehicle was disabled and he surrendered.
