The only solution Maybe would it be to have the federal government use some kind of law enforcement to try and take measures against voter fraud.
For example set up a special task force that will randomly check whether or not the people who claim to have voted have actually voted in their houses. Who check votes against dead voters, who check for double voting Etc.
If records are kept that are at least detailed enough, it will be possible to forensically figure out voter fraud after the fact, if we are allowed to do so
He tried to implement a task force for voter fraud before, but the Democratically controlled jurisdictions refused to cooperate so he had to dismantle it.
