I did this in 2016, but what I did was wrap picture hanging wiring around the frame and bury under some pavers so it couldn't be removed from the ground, then attached glue rat traps to the back like you did on those with heavy duty double sided tape. Needless to say, the signs stopped disappearing after that.

Good idea, glue trap glue is one of the most annoying substances on Earth, and completely non-hazardous.
You can also buy just the goop in cans to be brushed on to anything.
